Legal Question in Education Law in Pennsylvania

School district citing children

I live in a school district where the district issues citations to students, police then write citations, without having witnessed the incident--there is never any notification, as my child is a minor---and to top it off, the local magistrate sends the summons addressed to--- the minors name and parent. Once the magistrate continued a case, after I mentioned the notification law. Until this year, we also had the local police departments releasing the names of minors to the school district, for incidents that occurred during off school hours---without any parental consent. I'd just like to know if I have any recourse. Thank You.
