Can a geriatric doctor in nursing home declare my 78 year old mom incapable of making her own decisions after meeting her just once?

it is difficult to respond to an inquiry such as yours without knowledge of more facts. Your mother's diagnosis or condition. If you have some doubt as to her competancy you could retain an independent doctor to examine her concering her state of mind.
