Legal Question in Family Law in Pennsylvania

So a 16 year old boy wants to marry a 16 year old girl. But in order to get married that young you have to have a parent approval. But boys parents are split up and he lives with his dad so his dad has custody over the boy but the mom doesn't have custody. The mom says he can get married at age 16 and she approved of it but the boys dad doesn't want his son to get married at that age so he doesn't approve of it. Can the 16 year old boy and the 16 year old girl get married? (Both parents are the boys biological parents.)

No, both parents must consent.

Besides has this boy completed high school? How does he intend to support his potential wife.

Finish high school plenty of time to get married later.
