Legal Question in Family Law in Pennsylvania

I need to get my 22 year old off my car insurance. His permanent address is our residence. He is living with his girlfried at her place and cannot be added to her lease. Ste law prevents me from dropping him until I show he no longer is legally resding with us. Help!
