Legal Question in Family Law in Pennsylvania
I am a 19 year old College student at a 4 year University. My parents have recently separated, but are still legally married. My father pays health insurance through his work, but has no other financial responsibility for me, laying those expenses on my mother. Since the university sees a combined income of 120k rather than the actual 48k of my mothers income supporting me, I am not eligible for the $3600 grant money I would be otherwise. My mother also refuses to ask for child support which I believe could support me until I am 25 since I am a full time student. Since Separation is not a legal status in Pennsylvania, do I have any legal case in forcing some sort of payments from my father, since I am losing around 4000 a year in college, or more than 15000 for my education because they won't actually divorse.

First off your mother can't get child support for you you are over 18 and graduated high school.
At one time there was a law mandating that the non-custodial parent was on the hook for college expenses. However, that law was declared unconstitutional, It made a non-custodial parent pay for expenses when if the marriage was intact no such obligation existed.
