Legal Question in Family Law in Pennsylvania

I have a 13 1/2 year old grandson who stays with me on the weekend and would like to live with me and my husband full time. How do we go about doing this? Is he able to do this at this age? He lives with his mother, my daughter now. I live in Philadelphia, PA

if your daughter agrees then you can file a custody case and a stipulated agreement to be signed by the judge. However where is the father he may or should sign the agreement as well.
