Age of consent for marriage when parent agrees

In PA what is the absolute minimum age a person can get married if both the parent and a judge agrees that it would be in favor of the minor. What does the judge look at when making those kind decisions.

Factors the judge would consider:

age of the one under 16. Age of the proposed spouse. Likelihood marriage will last. Maturity of the parties.
