Legal Question in Family Law in Pennsylvania

If amother let the father see his kids for the weekend and he doesnt give them back what can the mother do? there is no custody order in effect as of yet, she has filed the papers for a hearing and the father needs to served but the court date is not until Febuary. The children are on her lease.
