Legal Question in Family Law in Pennsylvania

okay, so i have this baby daddy that hasn't seen his child at all. never asked to see her, call, show up, email...nothing. hes paid child support i'd say 60% of the time (thats probably giving him better stats) but its never been full amounts. i am randomly getting support now, only because hes managed to claim unemployment somehow after quitting his job. hes been held in contempt 3-4 times now? currently scheduled to go back in the end of may (again...). except this time it is for a settlement? what grounds does he have to 'settle'? I put out all of the money for her. I am the one that takes care of her because he's lazy. also, what/when/how do i have grounds to have him relinquish his rights? he doesn't bother. so why bother?

OK unless he's in jail his duty to support remains.

His rights generally can't be terminated unless the child is to be adopted.
