Does possible birth father have rights if another man is on birth certificate?

I have a baby who is 18 months and when I had her my husband knew that she could possibly not be his. He decided to "claim" her, provide for her, and take care of her as his own. He is on the birth certificate. Now that she is getting older she looks like the other person. That other man know about my pregnancy from the beginning and did nothing. I was in contact with him many times. Now that I have decided to break ties with him he says he is going to court order me for a paternity test. Does he have any rights after knowing of her and not doing anything from the beginning? What rights does my husband have being named the father on the birth certificate and providing for her all this time? Can this other man order a paternity test?
