My brother and his ex- wife had agreed like 3 or 4 yrs, ago on child custody and had papers notarized and they both signed. How long is this paper good for?

Its not good ever. For a custody agreement to be valid, it must be filed in court and made part of a court order. If they still want that agreement, your brother should retain a lawyer to have this become an order of the court.

They are not good at all. So the papers were notarized, all that means is the person who signature is notarized is that person prove to the notary who they were. It doesn't make the document any more legal.
For there to be a valid custody order one party or the other has to file in court.
