child abuse

Our niece is 13. She has asked us to contact Social Services 5 times because her father is physically abusive. We have. She wants to leave. Parents said go ahead. What options does she have and what options do we have. We live in Arizona.

Well, if a Pennsylvania agency is involved because of the reports you will have to satisfy them; but she could leave if they allow it. You should petition in Arizona for a guardianship order (I don't know what the procedure would be in Arizona).

I wouldn't adivise you to simply take her in. You may also be able to file a petition in Pennsylvania to be appointed her quardians. If the parents consent it would be fairly uncomplicated.
