child custody in PA

What does the term ''legal Standing'' mean in reference to filing for custody of a minor child in PA? Does one have to be a blood relative to file for custody of a child in PA? If the people who have permanent legal custody of this child WANT to give him to me(and I WANT to raise him), how can that be accomplished? The biological father is in jail for child neglect and the mother is awaiting trial on manslaughter charges in the death of their other child. He is being raised by a great aunt and uncle who no longer wish to raise him(he is 2) and I would LOVE to raise this little boy who I babysit 4 days a week on average.

Legal Standing is the doctrine that you that the challenged conduct cause you injury. It doesn't necessarily have to be a blood relative. However, you presented no facts to show how you might gain standing.

For you to gain custody the persons with custody must petition the court to give it to you. The alternative is to ask the parents to terminate their parental rights and allow you to adopt the child.
