Legal Question in Family Law in Pennsylvania

Child custody

My ex has primary custody of our 3 children. If he is unable to care for them(working, etc) and I am available to care for them,in PA what is the law on who then takes physical custody, me or his new wife who has no custodial or legal rights regarding them?
