is the x allowed to up and move the children states away with no notice and with a joint custody order in affect and its not for a better opporunity she has no job she wants to move with her new boyfriend

The short answer is No.
However, you should file a petition to modify custody based on the move. In relocation cases the courts apply what has come to be known as the Gruber Factors. A form of the best interests of the child standards that apply to the relocation of the children.
You should know that if you delay filing on this issue you rights to challenge the move may be deemed to be waived.
