Child Guardianship
My sister who is a residence of Philadelphia, PA is going to care for my nephew. My nephew's mother resides in TX. In order to get my nephew on my PA sister's insurance she needs temporary guardianship and when my TX sister went to Legal Aid in TX they said that my sister in Phila needs to do it in PA but the legal person in PA said my sister has to do it in TX. What do we do? How does my sister in PA get temporary guardianship of my nephew?

You asked about guardianship of a child.
Custodial actions must be accomplished in the jurisdiction of the residence of the child. A court has no jurisdiction over a person until they are in that jurisdiction. With children, it often takes period of time to establish jurisdiction, but not so with adults. This isn't something that legal aid should be asked to do. It's a matter for a private attorney and should be relatively inexpensive.
the person to whom custody will be granted should see if she can get vetted by the public social service agency or a private social worker/agency. Then she will need to travel to the court to accept guardianship. It can be accomplished long-distance but will be more expensive and take much longer.
