Child rights

My 14 year old grandson is in the court awarded custody of his maternal grandparents. His mother is deceased. He wishes to live with his father, my son, in another state. What steps should be taken? Can or should the boy apply on his own accord? If so, how can he do this? Thank you.

The boy cannot file onhis own, but certainly father can file for primary custody here, as well as a petition to relocate him to another state. 14 year old should be heard by the court as to his preference. Please contact me if you want to further discuss.
