Legal Question in Family Law in Pennsylvania

What can I do about getting child support activated again? Since my son is 18 and graduated high school he was emansipated. In our divorce agreement and decree I wanted it stated that support mush be paid if my son continued his education. Domestics told me that if I can get a copy of the agrement and decree they would reactivate the support. I went to get them and this is where my problem is. Who ever was suppose to file the paperwork never did so. What can I do since the agreement was never filed? It does state on the paperwork it is to be filed, but it never was.
