child support arrears
I was wondering if I could sue my ex husband in civil court for child support arrears and legal fees. Also, how can I go about getting a lawyer for my 14 year old daughter so her wishes are respected in court?
The county I live in really isn't doing anything about these arrears and allowing my daughter to go with her father who emotionally abuses her. I would like to get the arrears and help my daughter.

If the arrears exist as part of a court order, you can enforce that through domestic relations. It may be helpful to have an attorney represent you with DRO.
The only basis for a civil suit would be if he agreed to pay the support in writing outside of a DRO Order.
Regarding your daughter, it is you who are the party and simply need to exercise your rights as the custodial parent. However, it is very difficult to limit a non custodial parent's custody to less than every other weekend.
