Childs custodial bank account

My daughter lives with me. She had a bank account which her father is custodial of. He withdrew her money and told her it was to pay child support. Can he do this? It is on $720 but she is 17 and wanted to use if for her car insurance.

If the bank account you are referring to was a joint account with your daughter and her father and both the father and daughter are signatories on the account, then either one of them may withdraw the entire amount of the money in the account at any time.
