Legal Question in Family Law in Pennsylvania

I am a counselor at a drug treatment facility in PA. One of my clients and his wife signed their legal rights over to his parents while he was incarcerated a number of years ago. His parents are now raising their 7 and 9 year old children. Both he and his wife are clean and sober now and have been for a few years. They also have a 2 year old that they have custody of. My client works and attends school. My client believes that his parents legally adopted his children, however, his parents receive $2000 from the state each month. I was under the impression that only foster parents receive money from the state. My client and his wife would like to have their children returned to them, but his parents are refusing. They had a verbal agreement that the children would be returned when their lives were on track, which they are now. Do adopting parents recieve money from the state? Is there any way my client and his wife can get their children back?

not sure about the money but if your client and his wife had their parental rights terminated by consent or court order, and the children were adopted by their gdparents, there is nothing they can do as they have no rghts to the chidren.If they are being cared for as "foster children" then it is a completely different story. they should check the court records to see what actually happened and then they will have their answer as how to proceed.
