Legal Question in Family Law in Pennsylvania

I'm about to go into a custody battle for my child and i was wondering would it better my chances of winning if i had a witness that lived with the mother and saw how neglectful she was to our child

And you could get such a witness? What does your lawyer say?

Its hard to say what would be helpful and what wouldn't. This would depend on what you consider to be neglect and what she would testify to. I would suggest that you review this with your lawyer. If you don't have a lawyer, I would highly suggest that you retain one right away. If you are looking for ways to increase your odds of getting what you want, not having a lawyer is one way to reduce those odds.

If you can't afford an attorney, I would suggest that you contact your local legal aid or contact your local bar association.

If don't have an attorney and would like to retain one, feel free to contact me, I offer free phone consultations.
