How do I go about filing for a motion to have my son's father turn over his parental rights?

The only way parental rights can be terminated is if the child is adopted. This is because such a termination of parental rights would also terminate his duty to pay support. Absent an adoptive parent to assume that duty the courts don't allow a termination of parental rights, otherwise it would be a way to get out of paying child support.
