Custody of Minor while Parent is Incarcerated

My question involves a relative who is incarcerated in a minimum security prison for two years. Does he have to give up his parental rights in order for his 1 year old daughter to be adopted by her maternal grandparents? If he does do this, can they be reinstated when he is released? The mother of the child has already had her rights terminated by the state.

He does not need to terminate his rights just because he is in prison. So long as he maintains a relationship with the child his rights are safe.
