Custody Order

Ok long story, My husband had two children with his ex, She orginally took the children to live with her in philadelphia, which were later taken from her by the state and given temporarily to my hubby. We have been raising them now for six years with minimum visitation or support. The oldest goes to thearpy and has many different conditions due to the physological damage her mother did. No custody order has been given becuase no one wants to pay for it. So now we want to move and we dont know if we can. And I'm dieing to know if abandoment is no communication for 6 months, becuae she pays 200 a month for two children and that is it. No phone, no email, no cards nothing except on holidays. Please help

Why not consider a step parent adoption with an involuntary termination if she has had no contact in the past 6 months
