custody

my wife has to kids from her last husband now he has not seeing or call the kids in over two years he lives in nyc. we want to take the kids on vacations to see their grand parents in ecuador but he refuses to sign the pappers for the kids to go see them

what can we do about this

You must either petition tomodify the custody order to allow trips without his consent or petition to terminate his parental rights.
