Can a 15 year old girl leave and her brother that is 29 years old get custody of her

This is a very broad question. You need to speak with an attorney to flesh out the particulars of the situation and then take his/her advice.

But generally an older sibling, in some circumstances, can obtain custody of a younger sibling.
