Legal Question in Family Law in Pennsylvania

This was in Westmoreland County. I was advised to contact CYS by a lawyer about my ex's living conditions for our children. Conditions were that they had animals & they would do their business in the house, their mother has a suicide history (I have the suicide letter with her blood on it), her letting her drug using boyfriends live in her house with the children (some of the boyfriends have since been arrested for distribution, they have agreed to testify on my behalf), still letting her heroin addicted friends babysit. CYS did nothing, they called me back so I could answer more of their questions, & before I could return their phone call (the next day for when I initially called, less than 24hrs) they had already sent someone to her house. She refused to let them in. They told her what they were looking for, when they would be back (a week later), & that I was the one who called. When they went back, they found nothing. What can I do about this? This can't be standard procedure. Why is it that an un-fit parent can continue to have custody when they are a harm to the children's well-being? What good is CYF if they don't do their jobs? Is this illegal? WHAT CAN I DO?

You need to petrition for custody or to modify custody. All of those issues you mentioned go to her fitness to parent. The drug dealers doing business and baby sitting probably would allow you to present your case on an expidited basis. I offer free consultations.
