Legal Question in Family Law in Pennsylvania

My daughter is four but her father just recently came home from iraq we have no estbalished custody however he does pay child support which he said the court cannot make him pay. when he was in iraq he had random outbursts some normal some not sometimes saying he doesnt want anything to do with his daughter and sometimes saying he wants to be there for her. he calimed to be sexually assulated by a male boss when he was 16 and thus preceded to abuse me. recently he has not so normal mood swings saying things like he owes me no money or no responisbilty to his daughter since we aren't dating and i wanted to see how possible it would be for me to get full custody under a pysch evaulation of her father

You need to file for a custody order. As you have had custody for 4 years you'll most likely get primary custody. There could be a required psych eval but then they'll want you to take one.
