My daughter
My daughter lives in Maine with her dad and is 17. I live in Pa. and she now wants to live with me. What are my options for her to come live with me with out going to court.

You asked about a child being able to make her own decisions about which parent to live with.
Generally children are able to make their own decisions about what parent to live when when the law deems the child is mature enough to decide. In some cases the law is set by statute. In more situations the age is set by the court. The only caveat is that a court would be concerned about letting a child live with a parent that was not responsible (this is opposed to the decision made earlier as to which parent offered the best circumstances for the child's welfare).
This is a situation that can easily degrade into a court fight. The best way to deal with this matter is to discuss the it openly. If the matter does need to go to court it would be heard in the jurisdiction where the child has resided for the last six months (or the greater part of the last year).
