Legal Question in Family Law in Pennsylvania

My daughter is 17 and pregnant the father or the baby is 16 what rights does he have as a minor to the child .We live in Pa.

He has the right and duties of any father. That said if there is a custody case involving the parents then the grandparents will also be involved as the parties are under 18.
