Legal Question in Family Law in Pennsylvania

my daughter resides with me in the state of pennsylvania. I have full custody of her in the state of ohio can her father who lives in florida register an order of custody if she dosent reside with him

Custody is never final so he may apply for a change/modification but would need to do it in the correct venue.
