Can my daughter's father's rights be terminated for abandonment? He hasn't visited her since May, He failed to appear at his contempt court hearing, he hasn't payed child support in 3 months and he moved out of the state.

No they can't. Because that would make the child an orphan. Further it would end father's duty to pay child support. The only way to get his rights terminate would be to have the child adopted.
