Legal Question in Family Law in Pennsylvania

In December 2008, my ex got a judge to suspend his child support ($25/mo) due to "mental illnesses prohibiting him from working". The same judge gave my ex shared-legal custody (while he was in prison), supervised visitation, and prohibited me from moving out of the county w/o permission from my ex or "further order of the court". My ex has only seen our 4 yr. old daughter 3 times since 2007 and has not seen her in over a year. He has only called 2xs in May returning my calls pertaining to an upcoming surgery for her ears. How can I use this information to modify the order and be able to move out of the jurisdiction? I have tried to get attorneys in my tri-county area and none will help me and go against this judge even when I offered to pay them more. Thank you in advance for any information you can give me.

It would be nice to know what county the case is in. For starters a parent in prison doesn't get any visitation.
