divorce case

my estranged husband and i are in a divorce proceding that is on going for about a year,now.we are in the final stages of this case and are at the point of seperating funds from his annuity and pension.we were married for 20 years and my attorney advised me that i am entitled to 40% by law. why now must ''I'' pay for a master's hearing because ''they'' will not agree to the law?my own lawyer is not helping me answer this... pleaes help...

You may be entitled to more. A person cannot be force to enter into an agreement, if they do not agree and you want to move the case forward, you may have to pay the Master's fee and request a credit for it later.
