If one partner wants a divorce and the other does not, can the marriage be dissolved legally if the couple has lived apart for at least two years?

Yes it can. If the party that doesn't initiate the divorce action doesn't file a counter affidavit of separation the divorce will be granted. There's actually more paperwork involved but it can happen.
