how can one get a divorce without the others signature after two years ?

You will need to serve on the other party a notice of intention to request entry of 3301(d) divorce decree along with a counter-affidavit. After twenty days from date of service, you could then file the praecipe to transmit record. These rules may be found in the PA Rules of Civil Procedure.
