Legal Question in Family Law in Pennsylvania

emancipation

I am 20 years old and went looking to move out with my fiance who is 19, into an apartment in Pennsylvania. We both supported our own selves. When we went the landlord told us we would need an emancipation from our parents since we are under 21. How old in Pennsylvania do you need to be to move out? and also where could I get an emancipation form? I was told to go to a notary but I have went to them and they don't carry the forms.

You are no longer a minor once you turn 18 the person you spoke with either doesn't want to rent to younger people or is ignorant of the law.
