Can an outside family member adopt a 17 year old?

A friend of mine, who is 17 years old, has divorsed parents. She lives with her father and her mother lives in Virginia. Her father is kicking her out of the house and I was wondering if her boyfriend's mother would be able to adaopt or take custody of her, so she wouldn't have to move to Virgina?

It is posssible that she could be adopted, but only if both her natural parents relinquish their rights. She may also seek to be deemed to be emancipated. If you want to discuss this further, please contact me.
