father's rights

Can the mother refuse to allow the bilogical father to put his name on the birth certificate and if he isn't allowed to have his name on the birth certificate what are his rights regarding custody? If he has been on parole for possession charges can that stop him from getting custody? The couple isn't married and she threatens him with not putting his name on the birth certificate and not allowing him to see the baby. They are trying to work things out but he needs to know his rights.

There is a registery in the department of vital statistic where the father can claim his paternity pre-birth. this will prevent the child from being adopted and after buirth the father can sue for paternity. The possession charge probably would not be sufficient to deny some custody. I offer free consultations.
