Legal Question in Family Law in Pennsylvania

My fianc� is dealing with a manipulative, vindictive liar. She is the mother of his 3 children, ages 9, 11 & 12. She lies to the courts and they do not question her. She constantly is in contempt of the custody order, and nothing gets done about it. What can we do? She lives in Pennsylvania with the children and we live in NY. She lies about being financially unable to change the exchange point to 1/3 of the way to her and 2/3rd for us. We now drive about 300 miles round trip, Sat. mornings and Sun evenings. She drives 50 miles round trip.

Question where do the children live in Pennsylvania? Did she move to PA or did dad move tp NY? How does DAD not you wish to change the custody order?
