Legal Question in Family Law in Pennsylvania

My fiance has a 6 year old son to his first wife. He was in the Air Force and was stationed over in germany when he and his ex wife got divorced. She stayed in Germany at the time with her boyfriend. On this past Friday my fiance saw her near his work at a gas station with her boyfriend. She abandoned him before his 4th birthday. We want to know what we can do so that she cannot take his son. I will legally become his step mother on August 16th this year when I marry his father. I have raised him with his father since he was 4 and a half years old. When the little boy was 3, his mother's boyfriend had threatened to murder him in front of his dad. We want something on paper so that she cannot come and take him from his home and his everyday life.
