You asked about immigration.

If either parent was a U.S. Citizen at the time of a child's birth then the child is born a U.S. Citizen. There is no application necessary.

The child would need a passport to travel, which is a birthright of a U.S. Citizen. You can find how to do this online.

As to any agreement regarding support payments? You can't create an enforceable agreement to waive payment in PA. Either the debtor paid and has proof or they didn't pay.

If your son was born in the US then he's already a citizen.

If she decides to take you to court in PA then no paperwork can prevent her from seeking child support. It doesn't matter what your son's citizenship is. According to the law of PA agreements not to seek child support are unenforceable.
