Legal Question in Family Law in Pennsylvania

My Friend wants to give her child to me she is unfit to raise her anyways, my question is what paper work must be done so that i am legally the parent to this child?

You would have to petition to adopt

She would have to consent

So would the biological father if known and available, or his rights would have to be determined

You might need to have a home study done.......background check etc.....
