A friend of mine is paying almost $600.00 a month in child support for 3 children, right now there is no visitation order through the court system. The ex refuses to let the father see or speak to his children, not even on holidays. If he voluntarily relinquishes his parental rights does he still have to pay the child support ?

First, $600 for 3 children isn't a lot of child support. Second, the fact that he doesn't see his children is his fault he should go file for a custody order to see his kids. Third he can't voluntarily give up his rights and his duty of support unless the child is to be adopted. The state will not make his children orphans and potential wards of the state.
So he need to take action to see his kids and be a dad.
