Legal Question in Family Law in Pennsylvania

my friend is having a problem with her ex that she has a kid too, he is threatening to take her to court for full custody! but he has had nothing to do with the kid since he was born and is now 3. and is about 2000.00 behind on child support! is it possible for him to win this??
