giving up your rights to a child

If you want to give up your rights as a parent to a child, do you need the concent of your ex in order to do so? And can they still make you pay child support if you sign over your rights to the child?

Your obligation of support is owed to the child. It gets paid to the custodial parent because the child is a minor.

That said you just don't sign away your rights to a child unless that child is being adopted. If that is the case they need YOUR consent.

They can and will make you pay child support. If your ex goes on welfare the Commonwealth will be the one who will demand you pay it.

You cannot give up your rights to the child, unless it is in the context of someone else adopting it. You will continue to have a support obligation for the child, unless it is adopted or unless your rights are involuntarily terminated. Unfortunately, too many people would sign their rights over if it meant they did not have to pay support, which is for the benefit of the child.
