What are the grandparents rights of there grandchildern who have been adopted in the state of PA? Are they allow to gain back custody of them if they choose to come back to the family?

The short answer is no. Once a child is adopted the relationship between child and birth parents is that of strangers. Which would also make them strangers to the grandparents. So you have no more custody rights than you would to a random child on a playground.
