Legal Question in Family Law in Pennsylvania

My husband and i got into an agruement last week and the cops were called. My daughter got scared and wanted to leave and go to my sisters house and the cops told me that she was leaving with them. The next day I received a letter from childs service's stating the I commited child abuse on my daughter, which is not true. Now my daughter who is 16 refuses to come home and my sister is insisting that she stays with her. I do not know what to do and do not know my legal options and need help.
