my husband and I had two children. he died two years ago. I just remarried and my new husband wants to adopt, what is the process and is there a home study that needs to take place because I am their biological mother?

Whether you need a home study will depend on the county. Though in second parent adoptions generally they aren't required, though in the counties the still require them the cost is under $100.
The process will be a little different as you won't need to terminate you late husband's parental rights. Instead you'll just have to produce a certified copy of his death certificate.
